Introduction to the Facilities of Hiroshima City

Hiroshima City Naka Incineration Plant

 Various kinds of wastes inevitably generated as a consequence of everyday life have been changing recently in terms of both quality and quantity. Issues concerning waste disposal have presented a considerable challenge to every citizen as well as every municipality. The Hiroshima municipal government decided to reconstruct the obsolete Naka Waste Incineration Plant, one of the city’s 5 waste incineration plants, to make it suitable for the 21st century. The new plant has been in operation since December of last year. It is totally different from conventional waste incineration plants, by taking thorough antipollution measures and environmental protection measures to achieve harmony with nature in its surrounding areas.

Hiroshima City Naka Incineration Plant Consideration for Pollution Control and Measures for Environmental Protection and Disaster Prevention
  Every possible measure for pollution control, environmental protection, and disaster prevention is taken at the new plant. For example, toxic substances, including particulate contaminants in exhaust gases and dioxins are removed by the flue gas treatment systems. Part of waste water discharged from the plant is treated and reused in the facility. The plant is also designed to continue disposal of wastes safely and smoothly even in the event of disaster.  
  
Promotion of Sophisticated Utilization of Remaining Heat
 Incineration of wastes generates a large amount of heat which can be used as an energy source. In order to take full advantage of the characteristics of the waste incineration plant, the municipal government has put considerable effort into promoting thermal recycling. Remaining heat is used for the new plant’s air conditioning and hot-water supply and also utilized in high-efficiency power generation using a steam turbine generator, and surplus power is to be sold to electric power company. Hot water is supplied to an indoor pool in the vicinity.

Creating a Space in Harmony with the Environment
 The new Hiroshima City Naka Incineration Plant was constructed as part of the project Hiroshima 2045: City of Peace and Creativity, which has been promoted by the City of Hiroshima.
 The design of the plant was headed by Mr. Yoshio Taniguchi, a distinguished Japanese architect. In addition to the design of art museums and libraries in Japan, Mr. Taniguchi is also in charge of the renovation of the New York Museum of Modern Art.
 The unique construction of the new Naka Incineration Plant is a departure from the image of typical, existing incineration facilities. There is a huge, distinctive space that represents the city’s gate to the sea from the downtown area. Citizens visiting here to relax at the waterfront can pass through the plant through the glass tube installed in the space. They can see various incineration facilities as well as exhibits concerning wastes and the environment while passing through the plant, helping them to better understand waste disposal services provided by the City and find an understanding for environmental administration. When they come to the end of the glass tube, a fine view of the waterfront before their eyes will help them to develop a profound awareness of nature conservation. In addition, an observation platform built at the top of the gate commands a view of the downtown area of Hiroshima on the one side and a stupendous view of the Seto Inland Sea on the other side.
